Home Secretary minister Yvette Cooper outlined these developments in a statement in Parliament on illegal migration and asylum seekers.
It is an effort to get a grip on the fractious debate over irregular migration.
Cooper’s statement to the Commons on the first day back after the recess expected to draw a line under a difficult summer for the government. This marked by public protests and legal wrangling over its use of hotels to house asylum seekers.
