The Tory leader asks whether the PM will keep the two-child benefit cap, accusing him of “causing confusion”. Starmer says he believes in driving down child poverty.

Starmer said the winter fuel policy necessary to stabilise the economy after the Tories left a “£22bn black hole” in the public’s finances. Starmer added his ministers are looking at pensioners’ eligibility for winter fuel payments.
The PM is pressed on how many of the 10 million pensioners who lost the winter fuel allowance will get it back. Starmer does not provide a number.
Starmer says the policy needed after the Tories left a “£22bn black hole” in the public’s finances.
