David Lammy will take questions in Parliament in place of Keir Starmer as the prime minister travels to Brazil for COP30. Rachel Reeves has paved the way for huge tax rises in her budget on November 26, with a manifesto-breaking increase in income tax and a series of raids targeting the wealthy all under consideration. The chancellor has made clear that everyone will have to do their “bit for the security of our country and the brightness of its future”. She will hand the Office for Budget Responsibility, the official budget watchdog, her “major measures” on tax and spending in the coming days.
